# What Matters

.

There is one thing in this universe that can matter from the inside: conscious experience. A rock has no complaint department. A spreadsheet is not sad. A missile is not fulfilled by achieving its key performance indicators. Conscious beings are where good and bad happen.

The good version is pleasant consciousness: joy, relief, love, curiosity, agency, safety, beauty, play, understanding, and the quiet miracle of not being slowly tortured by a horrible disease.

The bad version is unpleasant consciousness: pain, terror, grief, coercion, humiliation, boredom, despair, nausea, loneliness, and the part where your body submits a resignation letter cell by cell.

Everything else is instrumentation.

## The target

The target is net good conscious experience:

Not GDP. Not votes. Not points. Not treasury size. Not how many reports your agencies publish before lunch.

A policy is good if it probably increases pleasant consciousness or reduces unpleasant consciousness after costs, side effects, and opportunity costs. A policy that improves a number while making conscious beings worse off is not good policy. It is arithmetic with a body count, which is still arithmetic, which is why nobody gets arrested.

## The gauges

You cannot read conscious experience directly from a dashboard, because your species invented dashboard software before wisdom. So the manual uses metrics that are hard to fake, already measured, and tightly connected to lived welfare:

- **Median healthy life years.** Bad experiences usually require being alive, but being alive while your body is failing is not a win. Health-adjusted life expectancy measures more of the thing you actually mean.
- **Real after-tax median income.** Money is not the target. It is optionality, shelter, medicine, food, time, and the ability to stop doing terrible things for survival. Median matters because a society can get richer while the person in the middle is robbed so politely they thank you for it.
- **Suffering and safety signals.** Pain, disability, coercion, violence, loneliness, and ruin risk are not cosmetic sub-metrics. They are parts of the thing the gauges are trying to approximate.
- **Rights constraints.** You cannot make the average happier by torturing an excluded minority and calling it efficient. That is not optimization. That is a math crime wearing a suit.

The manual treats pleasant and unpleasant consciousness as the terminal values, and uses HALE and median income as the best currently measurable proxies. The metrics are not the reason welfare matters.

## The ledgers

Do not use one ledger for everything. That is how money became a god with customer support hours.

| Capital | What pays for the work? | A voting system |

Wishes are the democratic demand signal: one verified human, one bounded expression of preference per period. Earth Optimization Points are the contribution ledger: credit for helping humanity move toward measured progress. Capital is the fuel: deposits, investment, bonds, donations, or other money that lets work happen. Evidence is the sensor: the part that stops everyone from confusing confidence with results.

Those ledgers can talk to each other, but they should not collapse into each other. If money buys votes, the system becomes plutocracy. If votes create truth, the system becomes group therapy with charts. If points can be bought as status tokens, the system becomes crypto with better nouns. If evidence cannot affect funding, the system becomes a government, which is the thing you already have.

## The operating rule

The practical rule is:
